If you look closely, you might be able to notice feared ex-mercenary Bill Frank, engaged in the raid that will define his entire criminal career.

He’s just disembarked from the train which the rest of his posse of self-described Train Pirates have hijacked, and is now advancing across the balcony of unknown parties, armed with the kind of ordnance that nobody in their right (or wrong) mind should rightfully be armed with, towards an apartment complex housing, coincidentally, the special envoy to a neighboring province, who (catastrophically) happens to be carrying the activation codes for the Top Secret and ominously simply-titled ‘Weapon P-9,’ i.e. one of the deadliest devices ever created. Luckily for the entire human race, all that Bill Frank will discover upon looting the envoy’s armored (evidently not armored enough) corpse is a small piece of paper in a padlocked container (evidently not padlocked enough) which simply reads “PASSWORD.” This single slip of paper, removed from its context, will disappoint Bill Frank and his fellow Train Pirates greatly, because how could they possibly know it holds the secrets to complete and total domination of the entire world and universe? The little paper slip containing the Weapon P-9 launch will be haphazardly discarded from the very same balcony on which Bill Frank currently stands, at which point it will float like a tragic little feather into the streets below and be never read again by anybody ever.

The government will respond to the envoy’s death and the code’s sudden disappearance by launching an absolutely massive and sweeping hunt for the little slip of paper which will sadly plunge the city into a state of absolute chaos and war.
