Feeb City runs on Feeb. 

Feeb: the innovative, government sponsored energy drink that greases the wheels of an entire city, filled with more than 300% the amount of taurine and 250% the amount of caffeine found in your average energy drink. And while we’re talking about percentages, the Feeb City city council puts 40% of their quarterly funds towards advertisements for Feeb, which advertisements have become so numerous and prominent that you can’t stand in any given point in or around Feeb City without having at least four of them (the advertisements) somewhere in your line of sight.

But here’s the issue: a recent explosion at the Feeb factory (which doubles as the city town hall) has thrown Feeb production and the Feeb city government into total disarray, leading to major Feeb supply shortages and massively hindering the efficacy and organization of the Feeb city government. Because of this, Feeb city is in absolute shambles, and its civilian population (much of whom are addicted to Feeb) is totally freaking out. A large number of these civilians have taken to looting, stealing and murdering in a desperate bid to secure whatever Feeb is still left in circulation. Some have taken to brewing their own, off-brand Feeb, which the city government considers EXTREMELY illegal. Counterproductively, the government refuses for some reason to halt their incessant advertisement of Feeb, making it so that the Feeb-dependent citizens are constantly reminded of its absence and fueling their furious desperation even further. 

In its hindered state, the Feeb city government has been forced to outsource law enforcement to the malignant and aggressive Dicklin Civic Protection, whose officers are terrorizing the rioting, Feeb starved citizens of Feeb city, using lethal force on any one who is believe to be in possession of stolen or counterfeit Feeb.
